## What Is an Insurance-Required Electrical Upgrade?

An insurance-required electrical upgrade is panel or service work done because an underwriter has made it a condition of issuing or renewing a policy. The letter usually names one of four things: a 60A service, a fuse panel, a Federal Pacific Stab-Lok or Federal Pioneer panel, or aluminum branch wiring. Sometimes a home inspection report ahead of a sale triggers the same requirement, with a closing date instead of a renewal date attached.

The work itself is ordinary panel work. What makes these jobs different is the deadline and the paperwork. The document that resolves the condition is the ESA Certificate of Inspection, which confirms an Electrical Safety Authority inspector reviewed the installation against the Ontario Electrical Safety Code (OESC). An invoice alone does not close an underwriting file. The certificate does.

We handle the flagged item end to end: read the letter, scope only what was flagged, file the Notification of Work immediately, book the utility where a service change is involved, complete the work, pass the inspection, and hand back a documentation package you can forward without editing.

### The Four Flags We See Most

- **60A service.** Too small for a modern household and widely treated as uninsurable. The fix is a service upgrade, normally to 200A given the utility work is the same. See

    60A to 100A service upgrades

    [/60a-to-100a-service-upgrades/ →](/60a-to-100a-service-upgrades/)

    .
- **Fuse panel.** Edison-base or cartridge fuse blocks cannot provide arc-fault or ground-fault protection and invite over-fusing. See

    fuse box replacement

    [/fuse-box-replacement/ →](/fuse-box-replacement/)

    .
- **Federal Pacific Stab-Lok or Federal Pioneer.** A documented failure-to-trip defect with no repair path. See

    Federal Pacific Stab-Lok panel replacement

    [/federal-pacific-stab-lok-panel-replacement/ →](/federal-pacific-stab-lok-panel-replacement/)

    .
- **Aluminum branch wiring.** Oxidation and loosening at terminations creates heat. Normally remediated at the connections rather than replaced. See

## When the Clock Is Already Running

- **A non-renewal notice arrived.** These usually carry 30 to 60 days. Tell us the date on the letter at first contact.
- **A renewal came back with a condition.** Often worded as “subject to replacement of the fuse panel” or similar.
- **A home inspection named the panel before closing.** The tightest deadlines we work to, and the ones where the inspection slot matters most.
- **A new policy application was declined.** Common when buying an older Toronto home. The certificate is what allows the application to be reconsidered.
- **A premium came back with a surcharge.** Sometimes remediation removes the surcharge rather than a coverage condition. Your broker can confirm before you spend.

## What Drives the Cost Between $1,800 and $8,000

The scope drives it entirely, and the scope is set by the letter. A same-amperage panel replacement is the cheapest resolution. Aluminum termination remediation sits in the middle and varies with the number of devices involved. A service upgrade to 200A sits at the top because the meter base, service entrance conductors and a utility disconnect all enter the picture.

Where two flags overlap, and they often do on a 1950s Toronto home with a 60A fuse service, we combine them under one permit and one inspection, which costs less than running two separate projects. The ESA permit fee is included, and the utility coordination fee is itemised on its own line.

## What You Get at Handoff

Three things. The **ESA Certificate of Inspection**, which is the document underwriting needs. A **written scope description** in plain language, stating what was removed, what was installed and what service size the property now has, because some underwriters want the change described as well as certified. And the **itemised invoice**, matching the accepted quote line for line.

Send all three to your broker or lawyer together. If underwriting comes back with a follow-up question about the installation, we answer it directly rather than leaving you to relay technical detail.

## How Much Does Insurance Upgrades Cost in Toronto?

Scope depends on what the insurer flagged. Fuse box and Stab-Lok replacements run $1,800 to $5,000 CAD. Where a full service upgrade is required the range is $2,500 to $8,000 CAD.

### What Moves the Price

#### Overhead mast or underground lateral

An underground service entrance needs trenching and civil work, so it sits higher in the range than a mast and weatherhead replacement.

#### Panel brand and circuit count

Siemens, Square D / Schneider Electric and Eaton load centres price differently, and a 42-circuit panel costs more than a small enclosure.

#### Service entrance length and routing

Conductor length from the meter base to the panel, plus any wall penetration or conduit work, changes the material and labour line.

#### Scope flagged by the load calculation

An OESC Section 8 result can add a subpanel, a grounding electrode conductor or a meter base that was not in the original plan.

| Scope | Low | High |
| --- | --- | --- |
| Fuse box or Stab-Lok panel replacement | $ 1,800 | $ 5,000 |
| Aluminum wiring termination remediation | $ 1,500 | $ 4,000 |
| 60A or 100A service upgrade to 200A | $ 2,500 | $ 8,000 |

## Why Choose Us for Insurance Upgrades?

ECRA/ESA licensed, permit filed, utility coordinated, quote itemised.

- ### Deadline-first scheduling

We schedule backward from your renewal or closing date, and we tell you honestly if the date is not achievable rather than taking the job and missing it.

- ### One file, every flag

Fuse block, 60A service, Stab-Lok panel and aluminum wiring flags are all handled by the same crew under one permit where they overlap.

- ### Documentation built for underwriting

Underwriters want the certificate plus a plain description of what changed. You get both, not just an invoice.

- ### No unnecessary scope

We resolve what the insurer flagged. If something else needs doing we tell you, price it separately, and let you decide.

## How Does Insurance Upgrades Work?

The sequence every job follows, from the first load calculation to the utility reconnect.

1. 01

    ### Read the insurer letter

We work from what underwriting actually flagged, whether that is the service size, the panel brand, the fuse block or the branch wiring.

2. 02

    ### Scope to the deadline

The renewal or closing date sets the schedule. We confirm up front whether the certificate can realistically be in hand in time.

3. 03

    ### Permit and utility booking

ESA Notification of Work filed immediately, and the utility disconnect requested the same day where the service size changes.

4. 04

    ### Complete the flagged work

Panel, service or wiring remediation completed to the Ontario Electrical Safety Code, photographed as we go for your file.

5. 05

    ### Documentation package

Certificate of Inspection, written scope description and itemised invoice, ready to forward to your broker or lawyer.

## Insurance Upgrades FAQs

### What electrical problems do Toronto insurers flag most?

Four things account for almost all of it: a 60A service, a fuse panel of any kind, a Federal Pacific Stab-Lok or Federal Pioneer panel, and aluminum branch wiring. Knob-and-tube wiring is a fifth where it is still live. Underwriters treat each as elevated fire risk, and most set a deadline for remediation as a condition of renewing or issuing a policy.

### How fast can you complete an insurance-required upgrade?

It depends on the scope and the utility. A fuse box or Stab-Lok panel replacement at the same service size can often be completed within days of acceptance, because no utility disconnect is needed. A service upgrade to 200A depends on the utility disconnect window, which is why we file the ESA Notification of Work and request the window the same day you accept.

### What documentation will my insurer accept?

The ESA Certificate of Inspection is the core document. It confirms an Electrical Safety Authority inspector reviewed the work against the Ontario Electrical Safety Code. We also give you a plain written description of what was replaced and the itemised invoice, because some underwriters ask for the scope in words as well as the certificate.

### Does my whole house need rewiring?

Usually not. Read the insurer letter carefully: most name the service size, the panel, or the terminations, not the entire branch wiring system. Aluminum wiring in particular is normally remediated at the terminations rather than pulled out. We scope to what underwriting flagged and price anything else separately so you can decide.

### How much does an insurance-required upgrade cost?

It tracks the scope. A fuse box or Stab-Lok panel replacement runs $1,800 to $5,000 CAD, aluminum wiring termination remediation $1,500 to $4,000 CAD, and a 60A or 100A service upgrade to 200A $2,500 to $8,000 CAD. Where two flags overlap we combine them under one permit, which is cheaper than two projects.

### Can you deal with my broker directly?

We can send the certificate and written scope to whoever you nominate. You stay the client and the decision-maker, and we do not negotiate premium or coverage on your behalf. Most brokers simply need the certificate to close the condition.

### What if my policy has already been cancelled?

The path is the same: complete the flagged work, obtain the Certificate of Inspection, then re-apply with the certificate in hand. Some insurers will reinstate on receipt of the certificate, others require a new application. Your broker is best placed to tell you which.

### Will you find more problems once you open the panel?

Sometimes. Double-tapped terminals, a cut grounding electrode conductor, deteriorated insulation at the terminations or an over-fused circuit all turn up. Anything that must be corrected for the inspection to pass is flagged with a revised written quote before we continue. Nothing gets added silently.

### Does a home inspection flag carry the same weight?

For a sale, yes. Buyers' lawyers routinely make the ESA certificate a closing condition when an inspection report names the panel. The work and the documentation are identical to an insurance-driven job, and the deadline is usually tighter.

### Do you handle knob-and-tube flags?

Where knob-and-tube wiring is still live, insurers usually want it removed from service rather than remediated at the panel. We scope the panel and service side and tell you plainly where the work extends past what a panel specialist should be quoting.

### Still have a question?

Ask the crew directly. We answer load calculation, permit and utility coordination questions before you commit to anything.
